A White House spokesman said Primus was terminated because he “did not align with the President’s America First agenda.” The administration intends to name new board members shortly, the spokesman added. Primus, a Democrat first nominated by Trump, said he plans to contest the dismissal. Primus has been a consistent skeptic of large rail tie-ups, casting the lone dissenting vote against the Canadian Pacific–Kansas City Southern deal in 2023. His departure could alter the balance of opinion inside the five-member STB as it decides whether to clear the Union Pacific–Norfolk Southern transaction.
