Federal Reserve Vice Chair for Supervision Michelle Bowman used a speech at the Wyoming Blockchain Symposium to urge regulators and banks to “embrace innovation,” saying technologies such as blockchain, tokenization, stablecoins and artificial intelligence could cut costs and speed payments. Bowman noted the Fed has already removed “reputational risk” from its examinations and is working on a tailored framework that would let banks experiment with digital-asset services while safeguarding consumers and the financial system. In a separate Bloomberg Television interview, Bowman said she has not changed the monetary-policy view that led her to dissent in favor of a rate cut at the July Federal Open Market Committee meeting. She added the Fed will wait for the public comment period to close before finalizing a new leverage-ratio rule and reiterated that Basel III will be implemented last among forthcoming capital proposals. Existing regulatory plans, she said, will remain in place regardless of who chairs the central bank next year. At the same Jackson Hole gathering, Securities and Exchange Commission Chair Paul Atkins outlined “Project Crypto,” a plan he said would “future-proof” digital-asset markets by replacing the agency’s enforcement-led stance with tailored disclosures, exemptions and safe harbors. Atkins reiterated his belief that most crypto tokens are not securities, arguing the shift will attract projects and capital back to the United States. The coordinated pro-innovation messages from the Fed’s top banking supervisor and the head of the SEC align with the Trump administration’s goal of making the United States the world’s “crypto capital” ahead of congressional votes next month on a market-structure bill.
