The measure enlarges access to Health Savings Accounts, allowing tens of millions more Americans to open HSAs by making bronze and catastrophic Affordable Care Act plans, direct-primary-care arrangements costing up to $150 a month for individuals ($300 for families), and high-deductible plans with telehealth benefits HSA-eligible from 2026. The law also introduces a series of targeted tax breaks. Parents will receive a $1,000 deposit into a newborn "Trump Account" and a $2,200 Child Tax Credit, while taxpayers aged 65 and older gain a $6,000 bonus deduction. Supporters say the combined measures give families a lifetime framework for building and preserving wealth. Beyond tax policy, the act directs additional funding to U.S. Customs and Border Protection to recruit more Border Patrol agents and support staff, a priority of House Republicans who advanced the legislation. The Department of Homeland Security has not yet detailed hiring targets or timelines.
