The United States will impose a $250 “Visa Integrity Fee” on most non-immigrant visa applicants beginning in 2026, according to provisions of the One Big Beautiful Bill Act signed by President Donald Trump on 4 July. The surcharge, to be collected by the Department of Homeland Security at the time of visa issuance, applies to tourist and business (B-1/B-2), student (F/M), temporary worker (H-1B) and exchange (J) visas, with exemptions only for diplomatic categories. Officials describe the payment as a security deposit aimed at deterring overstays and other violations. The amount will be adjusted each year in line with the Consumer Price Index, and it may be refunded only if holders depart the United States within five days of status expiry or secure lawful extensions or permanent-residency approval before that date. Otherwise, the money will be transferred to the U.S. Treasury’s general fund. The legislation also adds or raises several other travel-related charges, including a $24 I-94 arrival-departure fee, a $13 Electronic System for Travel Authorization levy for visa-waiver travelers and a $30 Electronic Visa Update System fee for certain Chinese nationals. Immigration lawyers warn the new costs could discourage international students, tourists and employers who rely on foreign talent, while supporters say they will bolster compliance and reduce taxpayer spending on enforcement.
