The measure seeks to regularise overdue payments to service providers, reinstate a public-sector hiring quota for people with disabilities and create a non-contributory pension equal to 70 % of the minimum retirement benefit. For the veto to fall definitively, the Senate must now back the deputies’ decision. In the same session, lawmakers narrowly upheld Milei’s veto of legislation that would have raised all pensions by 7.2 % and lifted a monthly bonus from ARS 70,000 to ARS 110,000 (about US$83). The bid to override drew 160 votes—six short of the 166 required—against 83 opposed and six abstentions, leaving the presidential decree intact. The libertarian head of state argues both bills jeopardise the fiscal surplus posted earlier this year. The Treasury pegs the shelved pension package at roughly 1.65 % of gross domestic product, while the Disability Emergency Law would cost 0.36 % of GDP next year, according to the executive. Congress’s budget office puts the disability tab slightly lower, at 0.28 %-0.51 % of GDP. The split outcome underscores Milei’s fragile minority position: opposition blocs spanning Peronists, radicals and the left united to defeat one veto yet fractured on pensions. Further tests loom as Congress prepares to examine additional vetoes and provincial revenue-sharing bills later this month.
