Lammy has written to the Environment Agency, purchased the required permit and could face a fine of up to £2,500; officials have not said whether Vance held a licence. On Wednesday the vice president travelled to RAF Fairford in Gloucestershire, where he told US airmen that their presence "makes it possible for us to negotiate from a position of strength" ahead of President Donald Trump’s planned talks with Russian President Vladimir Putin. Vance’s presence has irritated some local residents. Dozens of protesters in Charlbury waved satirical placards, a van projecting an unflattering meme toured nearby streets, and one village pub reportedly declined to serve him.
