The Election Commission of India (ECI) launched a Special Intensive Revision (SIR) of electoral rolls in Bihar on June 24, 2025, marking the first such exercise in the state since 2003. The initiative aims to verify voter eligibility, include all eligible citizens, and remove ineligible names ahead of the upcoming Assembly elections. Over 77,000 Booth Level Officers (BLOs), approximately 20,603 additional BLOs for new polling stations, and 1.5 lakh Booth Level Agents (BLAs) appointed by political parties are engaged in door-to-door verification, distribution, and collection of enumeration forms. As of mid-July 2025, the SIR has made substantial progress with over 86% of the nearly 7.9 crore electors submitting their enumeration forms. The ECI reported that 6.81 crore forms (86.32%) were collected by July 15, with adjusted coverage accounting for deaths, duplicates, and shifted voters reaching 90.84%. The ECI expects to complete the collection well before the July 25 deadline, after which draft electoral rolls will be published on August 1, 2025. The Commission has also identified a large number of foreign nationals from Nepal, Bangladesh, and Myanmar enrolled in the voter list. These names will be excluded from the final list to be issued on September 30, 2025. Additionally, the ECI found over 5.76 lakh electors registered at multiple locations and over 12.55 lakh deceased voters. The SIR process is being conducted in a planned, structured, and phased manner with active cooperation from electors and political parties to ensure no eligible voter is left out. The number of polling stations has been increased to 23,300 to facilitate the process.
