India’s Department of Consumer Affairs and the Bureau of Indian Standards have directed state governments to take strong enforcement action against manufacturers and retailers selling helmets that lack BIS certification, citing growing safety risks for the country’s more than 210 million two-wheeler riders. A Quality Control Order introduced in 2021 already requires all protective helmets sold in India to carry the BIS-issued ISI mark, yet roadside vendors and some manufacturers continue to market non-compliant products. BIS said it conducted over 30 search-and-seizure operations in fiscal 2024-25, testing more than 500 helmet samples. Recent enforcement included the confiscation of more than 2,500 non-compliant helmets from nine Delhi-based manufacturers with expired or cancelled licences, and roughly 500 additional seizures from 17 retail and roadside outlets. BIS currently lists 176 licensed helmet makers nationwide. The central government has asked states, district collectors and police departments to intensify surveillance and prosecute violators. It also urged consumers to purchase only BIS-certified helmets, noting that improper headgear contributes to a high incidence of fatal road injuries despite mandatory helmet use under the Motor Vehicles Act.
