Starting July 1, 2025, the Delhi government implemented a ban on refueling petrol vehicles older than 15 years and diesel vehicles older than 10 years at approximately 350 petrol pumps across the city. This measure, directed by the Commission for Air Quality Management (CAQM) and aligned with Supreme Court orders, aimed to curb vehicular pollution in the national capital. Enforcement included the deployment of AI-enabled cameras, CCTV surveillance, and dedicated traffic police teams to identify and deny fuel to end-of-life vehicles (ELVs). Vehicles violating the policy faced seizure and legal action, with over 80 vehicles impounded on the first day. The ban also extended to 5 high vehicle density districts in the National Capital Region (NCR) including Gurugram, Faridabad, Ghaziabad, Gautam Buddh Nagar, and Sonipat, with enforcement initially planned for November 1, 2025, and April 1, 2026, for the rest of NCR. However, due to technical challenges such as faulty Automatic Number Plate Recognition (ANPR) cameras and integration issues, as well as public backlash and political criticism, the Delhi government requested the CAQM to pause the enforcement of the fuel ban and impounding policy. Environment Minister Manjinder Singh Sirsa cited the infeasibility of the blanket ban and technological constraints, leading to the decision to delay the policy's full implementation until November 1, 2025. The government also clarified that only polluting vehicles, not all end-of-life vehicles, would be subject to seizure, effectively withdrawing plans to scrap all old vehicles. The policy reversal sparked political debate, with opposition leaders criticizing the ruling BJP administration's initial approach and enforcement strategy. Despite the pause, the ban remains in place legally, and authorities continue to monitor and prepare for its phased rollout across Delhi and the NCR to address air quality concerns.
