The Maharashtra Special Public Security Bill 2024, commonly known as the Jan Suraksha Bill, was tabled and passed in the Maharashtra Legislative Assembly and subsequently in the Legislative Council in July 2025. Introduced by Chief Minister Devendra Fadnavis, the bill aims to tackle activities linked to Left Wing Extremism, particularly targeting what the government terms as "urban Naxalism" or "urban Maoism." The legislation allows the state to ban organizations, prosecute individuals associated with extremist groups, and seize property linked to Maoist activities. Fadnavis and other government officials emphasized that the bill is designed to address the evolving nature of extremist threats, which have shifted from forest-based Naxalism to urban settings in Maharashtra's districts. The bill reportedly incorporates feedback from over 12,000 suggestions and is modeled after similar laws passed in four other Indian states, including Telangana. While the ruling NDA government and some opposition members expressed support for the bill's anti-Naxal objectives, opposition parties voiced concerns over potential misuse of the law to suppress dissent and intimidate political opponents. Leaders from Congress, NCP, Shiv Sena (UBT), and other parties acknowledged the need to curb Naxalism but urged clarity and safeguards against abuse. The bill has sparked debate over balancing public security and civil liberties in Maharashtra.
