Kenya's Ministry of Health, led by Cabinet Secretary Aden Duale, has implemented a nationwide biometric health registration system for the Social Health Authority (SHA) to replace the previous one-time password (OTP) authorization method. The biometric system, launched across level 4, 5, and 6 health facilities, aims to reduce fraud, minimize paperwork, and improve patient care efficiency. The shift to biometric verification requires all approvals to be completed using biometric health IDs or the Practice 360 app. This policy reversal addresses longstanding issues within the SHA, including fraudulent claims such as billing for more expensive procedures than performed, falsification of records, converting outpatient cases to inpatient ones, multiple billing, and ghost patients. As part of enforcement, 40 health facilities have been suspended for defrauding the SHA system, and licenses for 12 doctors implicated in fraudulent activities have been revoked. These suspended facilities will not receive benefits from SHA during investigations and will be surcharged for losses. The names of involved hospitals and health officials have been forwarded to the Directorate of Criminal Investigations (DCI) for further action. Despite these measures, technical challenges with biometric registration have caused delays and confusion in some public hospitals. Additionally, the Kenya Healthcare Federation chairman reported that SHA has not settled claims totaling 3 billion Kenyan shillings since its inception nine months ago, a matter on which CS Duale declined to comment.
