San Francisco Planning Commission vice president Kathrin Moore has been receiving between $10,000 and $100,000 a year in income from global architecture firm Skidmore, Owings & Merrill while continuing to vote on at least two of the company’s projects, financial disclosure forms and commission records show. The payments, which Moore describes as retirement income from her tenure at the firm, have appeared on her filings every year since 2012. Despite the ongoing payments, Moore voted in September 2021 to approve Skidmore’s San Bao Temple on Van Ness Avenue and in May 2025 supported the firm’s preliminary plans for a mixed-use building at 520 Sansome Street. Under city and state conflict-of-interest rules, officials must recuse themselves from decisions involving entities that have paid them more than $500 in the past year. Planning Commission president Lydia So said she was "shocked" by the arrangement and urged an investigation to restore public trust. The San Francisco Ethics Commission, which enforces the city’s conflict rules, declined to confirm whether it is examining the matter, citing charter-mandated confidentiality. Governance watchdog Common Cause said the payments give at least the appearance of self-enrichment and warrant recusal.
