The U.S. Department of Justice, acting on behalf of the Trump administration, has given the University of California, Los Angeles a draft agreement that would require the campus to pay more than $1 billion to the federal government. The proposed settlement is tied to a civil-rights investigation that accuses UCLA of allowing antisemitic harassment during pro-Palestinian protests in 2024 and follows the government’s decision last week to freeze $584 million in federal research grants to the school. A copy of the draft reviewed by multiple news organizations says UCLA would make the payment in installments and contribute an additional $172 million to a fund for alleged victims of civil-rights violations. The Justice Department also wants the university to accept an external monitor, restrict overnight demonstrations, discontinue race-based scholarships, and supply admissions data; in return, federal funding would be restored and the campus could resume competing for new grants. UC President James Milliken said in a statement that the system had “just received” the proposal and is evaluating it, warning that a payment of this scale would ‘devastate’ California’s public-university network and harm students statewide. Chancellor Julio Frenk earlier cautioned that the ongoing funding suspension imperils research he described as ‘life-saving.’ The demand is the largest yet in a series of settlements the administration has pursued with U.S. universities over alleged antisemitism and other discrimination. In recent weeks, Columbia University agreed to pay $221 million and Brown University $50 million, while talks with Harvard and several other institutions continue. Civil-liberties groups say the strategy threatens academic freedom, while the White House argues it is enforcing federal civil-rights law.
