Hamas has set several conditions for accepting a prisoner exchange deal amid ongoing conflict in Gaza. These conditions include non-interference with members of its political bureau abroad, protection of the movement's funds without confiscation or restrictions overseas, and the presence of Hamas representatives in Gaza's administration. Additionally, Hamas demands an American guarantee to ensure a permanent end to the war in Gaza. Arab ministerial sources indicate that the Gaza agreement will involve understandings on an Israeli military redeployment plan as a prelude to withdrawal, alongside U.S. assurances against the resumption of hostilities during or after a 60-day ceasefire. U.S. sources have confirmed providing guarantees to Hamas regarding the war's end. Israeli media report that the U.S. has warned Hamas to respond promptly or risk losing some agreed guarantees. Hamas has also requested the opening of the Rafah crossing to allow Palestinians, including movement members, to return to Gaza, a request Israel is likely to approve. Israeli officials have proposed releasing 125 Palestinian prisoners as part of negotiations. Hamas's initial response to mediators includes demands for aid entry into Gaza under UN mechanisms and stricter guarantees for ending the war, along with the condition for the return of Gaza residents via the Rafah crossing. Hamas has agreed to the Gaza agreement proposal, leaving the decision now with Israel.
