Tropical Storm Chantal weakened to a tropical depression as it moved through central and eastern North Carolina, raising concerns about flash flooding. The storm's remnants caused historic flooding, particularly in Chapel Hill where over 10 inches of rain fell, leading to widespread water rescues and forcing dozens of residents to flee their homes. The flooding resulted in the closure of approximately 65 roads and prompted more than 200 water rescues. At least four fatalities have been reported in North Carolina due to the flooding. Rivers such as the Haw and Eno and Jordan Lake reached record or near-record water levels, further exacerbating the situation. In response, Governor Josh Stein declared a state of emergency for the affected counties, including several in the Piedmont Triad region. The town of Hillsborough approved over $1 million in repair costs to address storm-related damages. Emergency crews continue to warn of ongoing flood risks as recovery efforts proceed.
