The Kremlin said decisions by the United States, the European Union and NATO to continue supplying arms to Ukraine are viewed in Kyiv as an incentive to keep fighting rather than to pursue peace. Kremlin spokesman Dmitry Peskov told reporters on 15 July that the Western moves send “a signal for continuation of the war,” disputing suggestions they could hasten a settlement. Peskov added that Russia is prepared for another round of negotiations with Ukraine but has so far received no proposals from the Ukrainian side. He did not specify a timeline or venue for potential talks. The comments underscore Moscow’s position that Western military assistance is prolonging the 29-month-old conflict and complicating diplomatic efforts.
