Russian Foreign Minister Sergey Lavrov said on 7 July that Moscow is prepared to help Iran manage its nuclear fuel cycle by supplying Tehran with enriched uranium at levels appropriate for civilian energy production. Lavrov told reporters on the sidelines of a BRICS summit session that Russia could resume the practice, used under the 2015 Joint Comprehensive Plan of Action, of accepting Iran’s excess highly enriched uranium, processing it in Russian facilities and returning it as reactor-grade fuel. He emphasized that Russia possesses the necessary technology and is willing to act as an intermediary should broader negotiations on Iran’s nuclear activities resume. The offer revives a mechanism that lapsed after the United States withdrew from the JCPOA in 2018 and could, if implemented, restore international oversight of Iran’s stockpile while supporting its stated goal of peaceful nuclear power generation. Lavrov added that any arrangement would remain subject to International Atomic Energy Agency safeguards.
