Russia’s offline primary oil-refining capacity climbed to a record 6.4 million tons in August, equivalent to roughly 1.2 million barrels a day, according to Reuters calculations. The idled volume represents about 17% of the nation’s total primary capacity and is 65% higher than previous estimates for the month. Industry sources attributed almost half of the outage to recent Ukrainian drone strikes on Russian refineries. Despite efforts to run unaffected plants at higher rates, overall fuel production is now expected to drop about 5% from July, raising the prospect of tighter domestic supply and lower export flows.
