President Donald Trump is reported to back a proposal from Russian leader Vladimir Putin under which Moscow would take full control of Ukraine’s Donbas region while front-line positions elsewhere are frozen, according to a Fox News report that cites a European diplomat briefed on the talks. The report says Trump relayed the offer to European allies after a 15 August meeting with Putin in Alaska. Donbas—comprising Luhansk and Donetsk and home to about 6.5 million people before the war—remains partly held by Kyiv, which still controls roughly 30 percent of Donetsk. Putin is said to be willing to halt offensive operations in other theatres if Ukraine cedes the remaining territory. Ukrainian President Volodymyr Zelensky has previously rejected any territorial concessions, arguing that surrendering land would violate the country’s constitution and create a staging ground for future attacks. Zelensky is due at the White House on 18 August for talks that now take on added urgency. The alleged shift also marks a change in Washington’s stance; Trump has moved from advocating a temporary cease-fire to pursuing a comprehensive peace deal, the Fox account says. European leaders issued a joint statement welcoming efforts to end the war but did not comment on the territorial aspect, while the United Nations praised what it called “constructive” U.S.–Russian dialogue. U.S. Secretary of State Marco Rubio publicly disputed the Fox News story, saying Washington does not support handing over Donbas.
