Letters issued Tuesday through the agency’s Administration for Children and Families outline the directive, arguing that PREP’s authorizing statute—focused on abstinence and contraception—does not cover instruction on gender identity or transgender topics. HHS says more than $81 million in remaining PREP grants is at stake. New York faces the largest potential cut—more than $6 million—while Georgia, Pennsylvania, Ohio and Illinois each risk losing upward of $4 million, according to figures released by the department. Acting ACF Assistant Secretary Andrew Gradison said the administration will ensure “federal funds will not be used to poison the minds of the next generation.” The move follows HHS’s decision last week to terminate California’s $12 million PREP allocation after the state refused to strip similar content. California has 30 days to appeal. Tuesday’s action expands the Trump administration’s broader effort to restrict federal recognition of transgender people, which has already included military, education and healthcare policies enacted earlier this year.
