OpenAI has signed a one-year agreement with the U.S. General Services Administration to make ChatGPT Enterprise available to every agency in the federal executive branch for a nominal fee of $1 per agency. The arrangement, the first of its kind for a generative-AI service, grants roughly 2.2 million federal workers access to OpenAIโs most advanced language models through a secure, compliance-focused version of the chatbot. The GSA has issued an official Authority to Use for ChatGPT Enterprise, clearing the way for agencies to deploy the tool across a range of tasks. OpenAI said the package includes unlimited use of its frontier models, a 60-day period of enhanced features such as Deep Research and Advanced Voice Mode, and dedicated training and user-support programs designed for government employees. The move follows smaller pilot projects, including one in which Pennsylvania state workers saved an average of 95 minutes per day on routine duties and another in North Carolina where 85% of participants reported a positive experience. By scaling the technology nationally, the Biden administration aims to cut administrative overhead and advance a central goal of its AI Action Plan to modernize public-sector service delivery.
