
Utah Judge Orders Legislature to Redraw Congressional Map by Sept. 24
A Utah state judge has struck down the congressional map enacted by the Republican-controlled Legislature, ruling it violates the state constitution because lawmakers repealed a voter-approved anti-gerrymandering measure. In a 76-page opinion, Third District Court Judge Dianna M. Gibson said the Legislature “unconstitutionally repealed” Proposition 4, a 2018 initiative that created an independent redistricting commission and barred partisan gerrymandering. The court permanently enjoined use of the current boundaries, drawn in 2021 under HB 2004, and ordered lawmakers to produce a remedial map that complies with Proposition 4’s standards. Legislators have 30 days—until Sept. 24—to adopt new lines; voting-rights groups that brought the lawsuit, including the League of Women Voters of Utah, may submit alternative proposals if the Legislature fails to meet those requirements. The ruling opens the door for Democrats to compete for at least one of Utah’s four U.S. House seats, all of which are now held by Republicans after Salt Lake County was split among multiple districts. Republican leaders said they are reviewing the decision and may appeal to the Utah Supreme Court, with the possibility of seeking U.S. Supreme Court review, raising uncertainty over whether new boundaries will be in place for the 2026 filing deadlines. Utah’s decision adds to a widening mid-decade redistricting battle as President Donald Trump urges GOP-led states to secure additional House seats and Democrats in California push their own map changes. Nationally, the fight over district lines will shape control of a U.S. House where Republicans now hold a narrow majority.
