California Governor Gavin Newsom said he will ask voters in a special election slated for early November to approve a one-time redrawing of the state’s congressional districts. The proposal would temporarily bypass the independent Citizens Redistricting Commission and, according to Newsom, is likely to shift five Republican-held districts into the Democratic column. State lawmakers must finalize draft maps and ballot language by Aug. 22, giving the Legislature five working days after it returns from recess on Aug. 18 to meet the deadline. Newsom framed the move as a direct response to a mid-decade redistricting push in Texas, where Republicans backed by former President Donald Trump and Governor Greg Abbott are advancing a map expected to create five additional GOP-leaning seats. More than 50 Texas Democratic legislators have fled the state to deny the House a quorum, prompting Abbott to seek their arrest and the FBI to join the search. The interstate clash has already spilled into the courts. Tarrant County District Judge Megan Fahey on Friday issued a temporary injunction blocking former U.S. Representative Beto O’Rourke and his group, Powered by People, from raising funds for the absent Texas Democrats, citing claims by state Attorney General Ken Paxton that the effort misled donors. A hearing on whether to extend the order is scheduled for Aug. 19.
