Lindsey Graham said on NBC’s “Meet the Press” that any durable cease-fire in the Russia-Ukraine war will probably involve limited territorial exchanges. “Ukraine’s not going to evict every Russian, and Russia’s not going to Kyiv, so there will be some land swaps at the end,” the South Carolina Republican told host Kristen Welker on Sunday. Graham added that such concessions must be accompanied by security guarantees designed to deter future Russian aggression. The comments mark a shift from Graham’s earlier insistence that no Ukrainian land be ceded, and they contrast with President Volodymyr Zelenskyy’s position that Kyiv will not surrender occupied territory. Graham nonetheless backed President Donald Trump’s decision to host Vladimir Putin in Alaska later this week, saying negotiations cannot succeed without direct talks and expressing hope that Zelenskyy is included in the process. To increase leverage on Moscow, Graham urged the United States to “go after” major importers of Russian crude—naming India, China and Brazil—even if that means imposing steep tariffs. Trump last week threatened a 50 percent levy on Indian goods over Delhi’s continued purchases of Russian oil. Graham argued that cutting the Kremlin’s energy revenues, combined with sustained Western military support for Kyiv, is essential to forcing President Putin to accept a settlement.
