Moscow’s aim is to head off the threat of U.S. secondary sanctions that Trump has said he will impose if there is no progress toward ending the conflict. The president last week set an 8 August deadline and signaled he could penalize countries that continue to buy Russian oil, moves the Kremlin fears could deepen the economic toll of the war. Discussions in Moscow are still preliminary and no final decision has been made, according to the report.
