In the letter, Mrs. Trump urges Mr. Putin to “protect the innocence of these children” and writes that “each generation’s descendants begin their lives with a purity … above geography, government and ideology,” concluding, “It is time.” The First Lady does not explicitly name Ukraine, but U.S. officials say the message was prompted by reports that thousands of Ukrainian children have been removed to Russia since the 2022 invasion. Fox News reported that Mr. Putin read the note immediately in front of both delegations. Ukraine’s government says nearly 19,500 children have been deported, a figure cited by the Institute for the Study of War; the International Criminal Court issued an arrest warrant for Mr. Putin in March 2023 over the alleged transfers.
