An off-duty North Andover police officer was shot and wounded by a colleague who had arrived at her home to serve a court-ordered restraining order, Essex County District Attorney Paul Tucker said. The incident took place late Monday on Phillips Brooks Road after an “armed confrontation” erupted while three officers attempted to deliver the order. The wounded officer, identified as 28-year-old patrol officer Kelsey Fitzsimmons, was taken to a Boston hospital and is listed in stable condition. Massachusetts State Police detectives assigned to Tucker’s office are leading the investigation, and the officer who discharged the weapon has been placed on administrative leave while the use-of-force review proceeds. Court filings unsealed later in the week show the restraining order had been requested by Fitzsimmons’s fiancé, who told a judge he feared she would kill their infant son. Fitzsimmons has also been placed on leave from the North Andover Police Department while authorities examine the domestic-violence allegations. No criminal charges stemming from the shooting have been announced.
