Britain’s Attorney General’s Office has referred the case of a 15-year-old boy who fatally attacked 80-year-old dog walker Bhim Kohli to the Court of Appeal under the Unduly Lenient Sentence scheme. The teenager was given seven years in youth detention last month after a jury at Leicester Crown Court convicted him of manslaughter for punching and kicking Kohli during a racially aggravated assault on 1 September 2024 in Franklin Park, Braunstone Town, near Leicester. Solicitor General Lucy Rigby KC said she was “appalled by this violent, cowardly attack” and determined that the sentence should be examined by senior judges to decide whether it should be increased. The review applies only to the boy; a 13-year-old girl who filmed and encouraged the attack received a three-year youth rehabilitation order and is not part of the referral. Kohli died in hospital the day after the assault, having suffered a spinal-cord injury and fractured ribs. The Court of Appeal will set a hearing date to consider whether the existing custodial term adequately reflects the gravity of the offence.
