China will activate island-wide independent customs operations at the Hainan Free Trade Port on 18 December 2025, officials from the National Development and Reform Commission said at a State Council Information Office briefing in Beijing. The plan, approved by the Communist Party of China Central Committee, completes the policy framework for the free-trade hub. From the launch date, the share of tariff lines carrying zero duties will jump to 74% from the current 21%, sharply lowering import costs for a broad range of goods.
