European governments have launched a burst of diplomacy aimed at ensuring Kyiv has a seat at fast-moving U.S.–Russia peace efforts. Foreign ministers held an emergency video conference on Monday, warning that any deal struck without Ukraine risks undermining European security, and they pledged continued military and financial aid. German Chancellor Friedrich Merz has invited U.S. President Donald Trump, Ukrainian President Volodymyr Zelensky, NATO Secretary-General Mark Rutte and leaders of France, the U.K., Italy, Poland, Finland and EU institutions to a virtual summit on Wednesday. In a joint weekend declaration those countries said “international borders must not be changed by force” and demanded “robust and credible” security guarantees for Ukraine as a condition for talks. The flurry of consultations comes ahead of Trump’s face-to-face meeting with Russian President Vladimir Putin on Friday, Aug. 15, in Alaska—Putin’s first visit to U.S. soil since 2007. Trump told reporters the session will be a “feel-out meeting,” adding that he will urge Putin to end the war but also that “there will be some swapping, changes in land,” remarks that deepened European concern. Vice President J.D. Vance said Washington is trying to arrange a three-way meeting that would include Zelensky, yet the Ukrainian leader is not currently invited to the Alaska talks. U.S. Secret Service personnel have begun securing accommodation in Anchorage, and local press report the Alyeska Resort in nearby Girdwood as the likely venue. Zelensky has reiterated that Ukraine’s constitution forbids ceding territory and called any settlement reached without Kyiv “a dead solution.” European officials fear Trump may endorse a cease-fire that freezes current front lines or recognizes Russian claims over occupied regions, a step they say would set a perilous precedent for the continent.
