The Central Administrative Tribunal (CAT) has revoked the suspension of IPS officer Vikas Kumar, who was suspended by the Karnataka government following the June 4 stampede outside M Chinnaswamy Stadium in Bengaluru. The stampede, which occurred during the Royal Challengers Bengaluru (RCB) IPL victory celebrations, resulted in 11 deaths and over 50 injuries. CAT criticized the Karnataka government for suspending officers without sufficient material and ordered a reconsideration of other suspensions related to the case. The tribunal held RCB prima facie responsible for the incident, noting that the franchise announced the victory parade unilaterally on social media without police consent, which led to a massive crowd estimated between three to five lakh people. The Karnataka government submitted a status report to the High Court blaming RCB, the Karnataka State Cricket Association (KSCA), and event organizer DNA Entertainment for the stampede, citing gross negligence and dereliction of duty. The report highlighted that RCB proceeded with the event despite police denial of permission and included a video appeal by RCB captain Virat Kohli inviting fans, which the government said contributed to the crowd surge. The Karnataka Cabinet has approved filing criminal cases against RCB and KSCA. The state government has challenged CAT's order revoking the suspension of IPS officers in the High Court, which has directed the government to share the judicial inquiry report with RCB, KSCA, and DNA Entertainment. The inquiry, led by retired Justice John Michael D'Cunha, indicted Bengaluru Police, RCB, and KSCA for failures in crowd management and security. RCB has also moved the Karnataka High Court against CAT's remarks blaming the team, arguing they were not heard before the tribunal's decision. The Karnataka High Court has restrained police from filing a chargesheet against RCB pending further proceedings. The ongoing legal and administrative proceedings continue amid political debate over accountability for the tragedy.
