India has formally begun proceedings to secure the extradition of Khalistani militant Happy Passia from the United States, according to security-agency officials. Passia was detained on 17 April in Sacramento, California, by U.S. Immigration and Customs Enforcement following months of cooperation between American and Indian authorities. The National Investigation Agency has offered a Rs 5 lakh reward for information leading to Passia, who is accused of carrying out or orchestrating 14 grenade attacks across Punjab, including strikes on police stations and public buildings. Investigators allege he maintained direct contact with Pakistan’s Inter-Services Intelligence and received support from Babbar Khalsa International and associates of Harvinder Singh Rinda. Indian officials said Passia will be flown to New Delhi under tight security once court and diplomatic procedures conclude. His return is expected to advance multiple terror-related cases pending in Indian courts and marks a rare instance of U.S.–India cooperation on the extradition of a suspect linked to separatist violence.
