Kenya’s High Court on 9 July issued conservatory orders restraining Inspector General of Police Douglas Kanja from erecting roadblocks or otherwise barricading roads leading into Nairobi’s central business district during public protests. Justice Lawrence Mugambi ruled that the police measures, which had previously restricted entry to the city centre, cannot be applied while the case challenging their legality is pending. The decision effectively bars security forces from imposing what critics have described as a de-facto lockdown of the capital during demonstrations.
