Kenya’s transport ministry announced a simultaneous leadership shake-up at two of its key roads agencies after the directors general of the Kenya Rural Roads Authority and the Kenya National Highways Authority stepped down on Friday. Eng. Philemon Kandie tendered his resignation from KeRRA in a letter dated 11 July, giving three months’ notice and setting 10 October 2025 as his final day in office. The board named Eng. Jackson K. Magondu, currently director of planning, design and environment, as acting chief executive. Kandie had held the post since April 2022, three years into a five-year contract. At KeNHA, Eng. Kungu Ndungu also left the helm effective 11 July after more than three years in charge. The agency’s board appointed Eng. Luka Kimeli as acting director general while it searches for a permanent replacement. Kandie’s departure follows a recent High Court petition that sought his removal over allegations he channelled agency funds to finance violent protests in June 2025, claims he has not publicly addressed. The government has not linked the two resignations, but the twin exits underscore mounting scrutiny of governance in Kenya’s road-building sector.
