The Mexican government, led by President Claudia Sheinbaum and José Antonio Peña Merino, head of the Agencia de Transformación Digital, has repeatedly clarified that the recently approved reforms to the Ley Federal de Telecomunicaciones y Radiodifusión do not authorize government espionage or censorship. Both officials emphasized that the modifications maintain the same wording of Article 183 as established in 2014 under previous administrations and that the Constitution continues to protect the inviolability of private communications, which can only be intercepted with a judicial order in specific cases. Sheinbaum rejected opposition claims that the reforms create a "spy state" or enable government surveillance, stating that the government will not spy on citizens as past governments did. The reforms aim to strengthen audience rights without altering protections against censorship or unauthorized data access. Additionally, the government has announced the voluntary rollout of a biometric CURP (Clave Única de Registro de Población) starting October 16, 2025. The biometric CURP will not replace the electoral roll or the nominal list managed by the Instituto Nacional Electoral (INE), and no request has been made to the INE for electoral data. The biometric data inclusion is optional, and the new CURP will be recognized by public and private institutions gradually, without affecting the autonomy of the INE or the existing electoral registry.
