Grupo Salinas, led by Ricardo Salinas Pliego, faces a substantial tax debt totaling approximately 74 billion pesos, accumulated since 2008. The Mexican Tax Administration Service (SAT) has pursued this debt through 32 ongoing legal cases, including three before the Supreme Court of Justice of the Nation (SCJN) involving 26 billion pesos, and five cases in other tribunals accounting for 20 billion pesos. A recent ruling by the second collegiate administrative tribunal of the first circuit mandates Grupo Elektra, part of Grupo Salinas, to pay nearly 2 billion pesos for tax omissions in 2010. Grupo Salinas has challenged this decision, labeling it as arbitrary, illegal, and politically motivated, and claims the tax charges represent double and abusive taxation aimed at covering fiscal deficits. The federal government, including the president of the SCJN, Claudia Sheinbaum, has criticized Grupo Salinas for evading tax obligations and alleged that the company has leveraged connections within the judiciary to delay or avoid payments. The Procuradora Fiscal Federal, Grisel Galeano García, highlighted a modus operandi used by Grupo Salinas to evade taxes, asserting that some judges have facilitated this evasion. The government has called on the SCJN to resolve these cases in favor of public interest, emphasizing the scale of the debt which surpasses the budgets of 25 Mexican states and various social programs. Grupo Salinas continues to litigate across multiple judicial levels in response to the tax claims.
