On August 11, 2025, Mexican President Claudia Sheinbaum formally installed the Presidential Commission for Electoral Reform, appointing Pablo Gómez Álvarez as its head. The commission, established as a temporary body under Sheinbaum's authority, aims to review and propose changes to Mexico's electoral system. Its agenda includes political freedoms, party systems, campaign financing and oversight, electoral effectiveness, propaganda, electoral authorities, popular consultations, and recall mechanisms. The commission plans to organize public debates and forums across various cities, supported by an online platform to gather citizen input. A national survey will be conducted in October 2025, with conclusions to be presented to the president in January 2026. Arturo Zaldívar is also participating in the commission. Sheinbaum emphasized the importance of broad participation, including new political parties and independent candidates, and invited organizations, legislators, and former electoral councilors to contribute, although the latter's proposals will be evaluated equally with others. The commission's work is part of the broader Fourth Transformation agenda, which Pablo Gómez stated must continue without interruption. Morena party coordinator Ricardo Monreal expressed willingness to modify the reform and seek consensus with opposition parties. However, opposition parties PRI and PAN have rejected the proposed forums, accusing the reform of aiming to eliminate opposition, strengthen a single party, and weaken the National Electoral Institute (INE). Former presidents of the INE have called for inclusive dialogue and warned against disregarding opposition voices. The Supreme Court of Justice of the Nation (SCJN) has called an extraordinary session related to the reform, which Sheinbaum questioned, suggesting political motives behind the timing. The commission's reform proposals are expected to be debated and potentially implemented starting in 2027 or 2030.
