France, Germany and the United Kingdom are poised to invoke the “snapback” provision of the 2015 nuclear accord, a move that would restore United Nations sanctions on Iran, according to people familiar with the governments’ plans. The decision, expected as early as tomorrow, follows mounting frustration in European capitals over Tehran’s failure to return to compliance with the Joint Comprehensive Plan of Action and the absence of a diplomatic breakthrough. Reactivation of the mechanism would re-impose a broad range of UN measures that were lifted after the JCPOA was signed, including restrictions on arms transfers, ballistic-missile activities and financial transactions. Because the snapback process is embedded in a Security Council resolution, all UN member states would be legally obliged to enforce the sanctions, tightening economic and military pressure on Iran even without a new vote in New York. The so-called E3 powers had warned in recent months that they would act if Iran continued to expand its nuclear programme. Restoring sanctions would further isolate the Islamic Republic and complicate any future negotiations involving Washington, which withdrew from the JCPOA in 2018. Officials in Paris, Berlin and London have not publicly detailed a timetable, but diplomatic sources indicated the filing could be lodged within days, setting a 30-day countdown for the measures to take effect unless the Security Council votes to block them—an outcome viewed as highly unlikely.
