United Nations nuclear inspectors have re-entered Iran for the first time since Tehran suspended cooperation after a 12-day war with Israel and subsequent U.S. strikes in June. The initial IAEA team, cleared by Iran’s Supreme National Security Council, is supervising a fuel change at the Bushehr power plant, but has not yet been granted access to the country’s main enrichment facilities. IAEA Director General Rafael Grossi confirmed the return of inspectors, calling it a “work in progress” and stressing that no new framework on wider inspections has been agreed. Grossi said the agency still needs clarity on the status of Iran’s pre-war stockpile of uranium, which had been enriched to as high as 60 percent—near weapons-grade levels—before the June attacks. While limited monitoring resumes, the three European parties to the 2015 nuclear accord—France, Germany and the United Kingdom—plan to trigger the UN Security Council’s ‘snapback’ mechanism as early as Thursday, according to diplomats cited by Reuters and other outlets. Once formally launched, the process would automatically restore wide-ranging UN sanctions on Iran after a 30-day period unless the Council decides otherwise, a step that Russia and China cannot veto under the accord’s rules. European officials say the move responds to Iran’s continued breach of enrichment limits and the lack of a verifiable inspection agreement. They have signalled that the snapback could still be halted if Tehran, within the 30-day window, grants full IAEA access and offers concrete commitments to curb its nuclear activities. Iranian Foreign Minister Abbas Araghchi and Deputy Foreign Minister Kazem Gharibabadi warned that reimposed sanctions would prompt Tehran to further scale back cooperation with the IAEA and suspend ongoing talks with European governments. For now, both sides say diplomacy remains possible, but the simultaneous return of inspectors and the looming sanctions deadline leave the future of the 2015 deal in doubt.
