The Syrian government has withdrawn from planned talks in Paris with the Kurdish-led Syrian Democratic Forces (SDF), casting doubt on a March integration agreement between the two sides amid ongoing tensions over constitutional review and recent clashes. Syria insists that all dialogue should take place in Damascus, which it considers the sole legitimate venue. Following the cancellation of the Paris meetings, Syrian and Kurdish officials met separately. Subsequently, a high-level Syrian delegation, including the Minister of Foreign Affairs, Minister of Defense, and Head of Intelligence, visited Ankara, Turkey, for talks with Turkish officials. During these meetings, the Turkish and Syrian defense ministers signed a Memorandum of Understanding on joint military training and advisory cooperation aimed at enhancing and developing the defenses of the Syrian Army. Turkey's Foreign Minister emphasized the need to support Syria's stability and security, citing external interference as an obstacle. The Turkish Ministry of Defense stated that the SDF has not yet fulfilled conditions of the integration agreement with the Syrian army and expects urgent compliance. Turkey also pledged to provide Syria with weapons systems, logistical tools, and technical support as needed under the new defense cooperation agreement, underscoring support for Syria's political unity and territorial integrity.
