U.S. Ambassador to NATO Matthew Whitaker emphasized the need for European allies to take a greater role in securing peace in Ukraine. Whitaker stated that providing a security guarantee to Ukraine would effectively constitute forming an alliance, but such guarantees would not include Ukraine's participation in NATO. He highlighted that NATO already has an established security architecture in Europe. Additionally, Whitaker noted that the framework for talks in The Hague will define possible outcomes for Ukraine. A White House envoy also indicated that Russia has agreed to provide Ukraine with security guarantees similar to NATO's Article 5, though these would not amount to full NATO membership.
