U.S. Immigration and Customs Enforcement (ICE) has recently arrested multiple individuals with prior convictions for sexual offenses who were in the country illegally. Among those detained is Kevin Contreras-Mendoza, a 27-year-old Mexican national who sexually assaulted a woman in Portland, Oregon, on July 4, 2018. Contreras-Mendoza had been released earlier by local authorities due to sanctuary city policies. Additionally, ICE apprehended Habiel Calixte, a Haitian national with previous convictions for child sexual abuse and child trafficking. Osman Quintana Herrera, an illegal immigrant from Guatemala who entered the U.S. in 2021 and was charged with multiple indecent exposure cases in Fairfax County, was also released previously under sanctuary laws. These arrests highlight ongoing concerns about sanctuary policies in various U.S. jurisdictions. Separately, a former chief audit officer at the Minnesota Department of Education, who was in the country illegally, was convicted of criminal sexual conduct more than a decade after being hired.
