The Democrats contend that flipping just four GOP votes would be sufficient to block the legislation when it reaches the House floor. While the Democrats did not specify the bill’s official title or contents, they framed it as harmful to constituents and argued that swing-district Republicans could face voter backlash if they support it. The public lobbying effort suggests the measure’s vote margin is expected to be tight, and that party leaders on both sides are counting individual defections that could decide its fate.
