Trump instructed his administration to withhold any federal funding from radicalized groups that incite riots and destruction, regardless of the legislation's status. He criticized organizations that allegedly receive public funds to both incite and then benefit from rebuilding after riots, citing the example of CHIRLA, a group linked to the Los Angeles riots, which reportedly received $34 million in public funding and tax-exempt status. In addition to this, Trump has called for the end of the cashless bail system, attributing a rise in crime in American cities to this policy. He stated that the system allows the worst criminals to flood the streets, posing dangers to law enforcement and the public, and described it as a complete disaster that must be ended immediately.
