The Civil Police of Rio de Janeiro (PCERJ) conducted the "Dia D" phase of Operation Rastreio on July 1-2, 2025, which targeted the theft and trafficking of cell phones across all 92 municipalities in the state. The operation resulted in 102 arrests and the recovery of 1,462 stolen mobile devices, which will undergo forensic examination before being returned to their rightful owners. As part of the initiative, the Rio de Janeiro government and PCERJ launched the Celular Seguro RJ app to aid in combating cell phone-related crimes. Concurrently, a separate police operation targeted the supply of weapons and drugs linked to the two largest criminal factions in Brazil, the Primeiro Comando da Capital (PCC) and Comando Vermelho (CV). Authorities arrested operators affiliated with these groups across four states. In Nova Iguaçu, Baixada Fluminense, police dismantled a clandestine factory producing silencers and ammunition inside the residence of a former registered gun collector, sports shooter, and hunter (CAC), whose registration had been suspended. This individual had a prior arrest in 2019 connected to a weapons arsenal linked to a criminal organization involved in homicides and organized crime. Additionally, a woman identified as Ana Paraguaya, connected to the leadership of PCC and CV, was arrested for managing a trafficking route supplying arms and drugs to Rio de Janeiro. The operations underscore ongoing efforts by Rio de Janeiro law enforcement to disrupt criminal networks involved in arms trafficking, drug distribution, and cell phone theft.
