Chinese Foreign Minister Wang Yi concluded a two-day visit to New Delhi on 19 August, meeting Prime Minister Narendra Modi, External Affairs Minister S. Jaishankar and National Security Adviser Ajit Doval. Wang said Beijing and New Delhi should regard each other as “partners, not rivals”, and the two sides discussed managing their disputed Himalayan border as well as restarting suspended bilateral dialogue mechanisms. Wang delivered a personal message from President Xi Jinping inviting Modi to the Shanghai Cooperation Organization summit in Tianjin on 31 August–1 September. India’s foreign ministry later confirmed that the prime minister will attend the gathering after an earlier stop in Japan for the annual India-Japan summit on 29–30 August. China’s foreign ministry has announced that Xi will chair the Tianjin meeting, which is expected to draw leaders from more than 20 countries and 10 international organisations and endorse a 10-year development strategy for the SCO. Officials in Beijing say a joint declaration and multiple cooperation agreements on security, economic and cultural issues are being readied for signature. Separately, two regional sources told Reuters that Xi is unlikely to join the ASEAN leaders’ summit in Kuala Lumpur in late October, with Premier Li Qiang expected to represent China—reducing prospects for a face-to-face meeting between Xi and U.S. President Donald Trump this year.
