Colombian authorities have issued an arrest warrant for Carlos Ramón González, the former director of the Administrative Department of the Presidency (Dapre), in connection with a corruption scandal involving the National Unit for Disaster Risk Management (UNGRD). The Superior Tribunal of Bogotá has charged González with embezzlement, bribery, and money laundering. A judge ordered his detention in prison under the supervision of the National Penitentiary and Prison Institute (INPEC) and issued a capture order for his transfer. González, who was previously one of President Gustavo Petro's closest associates and a personal friend since their time in the M-19 movement, is currently believed to be outside Colombia and is reportedly deciding whether to return. Authorities remain uncertain about his exact whereabouts despite his remote participation in court hearings. In a related development, Bernardo Meneses, former director of the Panama Institute for Training and Agricultural Health (Ifarhu), was detained and denied habeas corpus following his arrest. Additionally, a Colombian police major was dismissed and disqualified for the improper use of institutional assets.
