Colombian authorities have issued an Interpol Red Notice for Elder José Arteaga Hernández, known as 'El Costeño', who was identified as the alleged mastermind behind the assassination attempt on Senator and presidential candidate Miguel Uribe Turbay. The notice was issued on July 4, 2025, charging him with attempted aggravated homicide among other crimes. On July 5, 2025, 'El Costeño' was captured in Bogotá after a coordinated operation. He is accused of being the logistical leader and coordinator of the attack that occurred approximately one month prior. Following his arrest, a judge in Colombia determined that the State, specifically the National Protection Unit (UNP), bears responsibility for the attack due to omission, citing that more than 20 requests made by Uribe Turbay to improve his security protection were denied. The judge's ruling highlights a failure by the State to provide adequate protection to the senator and presidential hopeful despite repeated appeals. The case remains under investigation as authorities continue to piece together the planning and execution of the assassination attempt.
