The Central Administrative Tribunal (CAT) has revoked the suspension of IPS officer Vikas Kumar, who was suspended by the Karnataka government in connection with the June 4 stampede outside M Chinnaswamy Stadium in Bengaluru. The stampede occurred during the Royal Challengers Bengaluru (RCB) IPL victory celebrations, resulting in 11 deaths and numerous injuries. CAT criticized the Karnataka government for its hasty suspension of officers without sufficient material and ordered a review of suspensions of other senior IPS officers involved. The tribunal held RCB prima facie responsible for the stampede, citing the franchise's unilateral announcement of the victory parade on social media without police permission, which led to an uncontrolled crowd of approximately three to five lakh people. CAT emphasized that police are not magicians and cannot manage such large crowds without proper coordination. Following the tribunal's ruling, the Karnataka government has challenged the revocation of the suspension in the High Court, which has questioned the necessity of suspensions and sought the government's response. Meanwhile, RCB and the Karnataka State Cricket Association (KSCA) have been directed by the BCCI Ombudsman to submit written replies regarding allegations of gross negligence during the celebrations. RCB has also moved the Karnataka High Court against CAT's remarks blaming the team for the stampede, arguing they were not heard before the tribunal's observations. The Karnataka High Court has temporarily barred the police from filing a chargesheet against RCB in the case. The legal proceedings and investigations into the Bengaluru stampede continue amid scrutiny of the roles of the police, the state government, and the cricket franchise.
