Kenyan President William Ruto has constituted an 18-member panel of legal and human-rights specialists to design and oversee a compensation scheme for people injured or bereaved during demonstrations and protests since 2017. A gazette notice dated 25 August names constitutional scholar and presidential adviser Prof. Makau Mutua as chair and Law Society of Kenya president Faith Odhiambo as vice chair. Other members include Amnesty International Kenya executive director Irungu Houghton, former solicitor-general Kennedy Ogeto and representatives of civil society, academia and the church. The task force is mandated to verify and categorise eligible claims, develop an operational payment framework, and recommend legislative and institutional reforms on policing of public assemblies. It will engage victims, security agencies and other stakeholders and submit periodic reports to the president.
